In John 1:12-13, it is explained:
But to all who believed him and
accepted him, he gave the right to become children of God. They are
reborn! This is not a physical birth resulting from human passion or
plan-this rebirth comes from God. (NLT)

physical birth resulting from human passion) comes from God. Christ gave
all those who believe and accepted him, the right to become children of God.

This is explained by Apostle Peter, in I Peter
1:23:
You have been born anew, not of perishable but of imperishable seed
through the living and enduring word of God. {Or [through
the word of the living and enduring God]} (NRSV)
The same verse in another version of the
bible:
For you have been born
again. Your new life did not come from your earthly parents because the
life they gave you will end in death. But this new life will last
forever because it comes from the eternal, living word of God. (NLT)
They are born anew through the living and enduring word of God.
